Security Actors in Interaction – Civil-Military Cooperation in the Current Situation

Current security policy developments illustrate how important coordinated cooperation between civilian and military actors is for effective overall defence. The seminar offers a well-founded overview of the structures, legal foundations and operational challenges of civil-military cooperation in Germany.

The focus is on the framework guidelines for overall defence and the operational plan in Germany, the legal framework for the police – including emergency and seizure laws as well as questions of combatant status – and the consideration of hybrid threats from a military and security authority perspective. Practice-oriented contributions shed light on scenarios of conflict development, demands on the police in the context of civil defence and specific fields of cooperation – such as cooperation between military troops and police, transport measures in crisis situations and the protection of critical infrastructures. The programme is supplemented by insights into civil alarm planning and the work of aid organisations such as the German Red Cross and the Federal Agency for Technical Relief.

The seminar is aimed at members of the police, public order authorities and other security institutions who want to deepen their knowledge of the structures, processes and legal foundations of overall defence and better understand practical cooperation in the event of a crisis and defence.
